Perhaps that's a bit misleading.  As some people like to PCBs for home-made
circuits, sometimes all they want is a PostScript printout on the laser
printer which can be etched into a copper-plated board.  Xcircuit's
PostScript output makes it useful for that.  For anything more complicated
than that, use the open-source tool "pcb", not xcircuit, for the layout.
I hope that clarifies the statement in the website.
