[Xcircuit-dev] xcircuit vers 3.1.12

In the resultintg Makefile after ./configure --with-tcl=/usr/sfw/lib --with-tk=/usr/sfw/lib,  the compilation line for xcwrap needs to contain /usr/sfw/include. I e add $(INCLUDES) to the compile line.
