I usually get this on newly installed systems.  For whatever reason,
a lot of Linux installations tend to ignore the files needed for compiling
Tcl/Tk applications.  If you download and install Tcl and Tk from source,                 everything will end up installed where it should be.  Sometimes (I don't
know Debian well enough) the distributions have an install selection for
"TCL development" which will also get you the necessary files.

I'll look into the Python bug, which does indeed look like a separate
issue.  I don't compile the Python version much anymore, so it tends to
get accidentally broken from time to time.
