It's not in the menu (although that should be reasonably easy to do),
but the method *does* exist, and is explained in tutorial 1. If you
select a single element and type "X" (Shift-x), then it goes to the
"top" of the drawing stack. If it's already on top, then it goes to
the bottom. If you select 2 elements, and type "X", then their order
is exchanged ("X" stands for eXchange).
