[Xcircuit-dev] Matlab tcl extension for Xcircuit

Hi,

A missing line in matgen.tcl prevents that the "import matlab PS" menu 
shows up in xcircuit-3.6.143. Adding the following line at the top of 
matgen.tcl solves this 'issue':

set XCOps(module,matgen) 1
