Yes, it does.
In the menu, the "Edit->Raise/Lower" button will do what you want.
Alternatively, use the "X" (shift-x) key. The method is: if you
select one item, it will be brought to the top. If it is already at
the top, it will be sent to the bottom. If you select two items,
their order will be exchanged ("X" is for "eXchange", if that makes
it easier to remember).
