Early rankings reflect the organizer's proposal-stage review, are extremely subjective, and should not be taken too seriously at this point in the challenge. Rankings will continue to change through schematic, layout, and final design review. The decision whether or not a particular project will go on the test chip will be determined by a number of different factors including project overlap with other projects, availability of dedicated pins, etc., and may not align exactly with the top 18 projects.
